Mizoram Chief Minister Lalduhoma today presented a Rs 15,198.76 crore budget for 2025-26 with an eye on double digit growth for the hill state.

The budget talks of a fiscal deficit of Rs 1,651.68 crore, representing 4.57% of the Gross State Domestic Product (GSDP).

Presenting the budget at the ongoing Budget Session of the Mizoram Assembly, CM Lalduhoma listed out youth empowerment, healthcare, infrastructure development, and social welfare as the priority areas of the state government. A major highlight will be the launch of the Mizoram Universal Healthcare Scheme in April 2025.

Additionally, pension under the National Social Assistance Programme will be increased, and Rs 350 crore has been allocated for the Handholding Scheme to support farmers and entrepreneurs.

Despite challenges from a rising Debt-to-GSDP ratio of 38.79%, the Chief Minister reaffirmed the government’s commitment to financial transparency and economic reforms.

Mizoram’s GSDP is projected to grow to Rs 36,088.82 crore, reflecting a 10.21% growth rate following a revised estimation methodology. However, the fiscal deficit has widened due to increased borrowing and reduced central grants, CM mentioned.

The state’s revenue is projected at Rs 2,616.33 crore, driven by GST collections, power tariffs, and a new cess on petroleum products. The budget reflects the government’s efforts to balance fiscal sustainability with socio-economic development.
