Manipur CM Sets 1961 as Cutoff for Permanent Residency; Police Tighten Vigil on Outsiders

Manipur Chief Minister N Biren Singh has announced that only individuals who settled in the state before 1961 will be granted Permanent Resident status.
Speaking at the inauguration of two women’s markets in Kanglatombi and Sekmai in Imphal West on Friday, Biren Singh said, “The base year for permanent resident status will be 1961. Anyone who arrived after this will not be eligible.” He stated that this decision was made after a thorough review of historical records to ensure the state’s social and demographic stability.
The Chief Minister assured that communities like the Paite, Hmar, Thadou, Vaiphei, and Zomi who have lived in Manipur since before the cutoff year have nothing to worry about. However, he warned that a further influx of outsiders could disturb the region’s delicate balance.
Biren Singh also took pride in Manipur being the only state in India to have implemented the Inner Line Permit (ILP) system since independence, a move made possible under the leadership of Prime Minister Narendra Modi and Home Minister Amit Shah.
In line with the government’s directive to regulate residency, Manipur Police launched a sudden verification drive in Imphal City on Friday, targeting market areas and other crowded zones.
Officers conducted thorough identity checks to detect unauthorised settlers and individuals linked to suspected groups involved in extortion and criminal activities. The operation is part of a larger effort to maintain law and order while ensuring that non-permanent residents do not take advantage of the state’s resources.
