The Manipur government on Tuesday enlisted the various steps undertaken to address the impact of the COVID-19 pandemic on the state’s economy.

Addressing the house during the final day of the 13^th session of the Manipur Assembly, Deputy CM and State Finance Minister Y Joykumar detailed the various ways in which the government tried to minimize the impact of the pandemic on the economy of the state.

The finance minister highlighted the state government’s focus on increasing expenditure on capital outlay through reforms in the power sector, one nation one ration card, instituting urban local bodies among others. As per the Draft finance Account, the total expenditure on capital outlay during the 2020-21 fiscal year was Rs 2,439 crore, which is an increase over the 2019-20 figure of Rs 1,155 crore.

Y Joykumar informed that in 2021, the total expenditure of the state was Rs 22,465 crore which is an increase of 30% over the 2019-20 figure of Rs 17,165 crore. The increase in govt expenditure prevented any drastic growth reduction, Joykumar added.

The minister also spoke on measures taken up for effective implementation of Atmanirbhar Bharat Abhiyan in the state which include extending the benefits of the scheme to small scale Industries, Handloom & Handicrafts industries, Forestry, Street Vendors, etc.

Besides, under PM Garib Kalyan Yojana, free rice and pulses were distributed to NFSA beneficiaries, ration card holders and stranded migrants.

Y Joykumar further stated that under the CM’s COVID-19 Affected Livelihood Support Scheme, the State Govt will provide income support of Rs 5,000 per family to those directly affected by COVID-19. The total outlay of the scheme is Rs 100 crore.

On Monday, Manipur Chief Minister N Biren Singh launched the COVID-19 Affected Livelihood Support Scheme to provide assistance to severely affected people during the pandemic in the state.
