Manipur Congress Demands Winter Assembly Session, Alleges Constitutional Violations

CLP leader Okram Ibobi expressed serious concerns over the state government’s adherence to constitutional provisions.
The Manipur Pradesh Congress Committee (MPCC) has called for the immediate summoning of the Winter Session of the Manipur State Assembly, alleging constitutional violations by the BJP-led government.
A delegation led by Congress Legislature Party (CLP) leader Okram Ibobi also submitted memorandums to Governor Lakhsman Prasad Acharya, Chief Minister N. Biren, and Assembly Speaker Thokchom Satyabarta on Thursday.
Addressing the media, Okram Ibobi expressed serious concerns over the state government’s adherence to constitutional provisions. “The present BJP government is violating all constitutional provisions in the state. The year is about to end, but the Winter Session of the Assembly has not been summoned yet,” he said.
Ibobi said that as per constitutional norms, a minimum of three Assembly sessions must be held each calendar year. “For this year, only two sessions have taken place so far. There is still no information about convening the Winter Session. This clearly violates the rules and acts governing the Assembly,” he remarked.
The opposition leader further accused the government of undermining democratic institutions. “Under this government, most democratic institutions are not functioning properly. We are questioning whether the democratically elected government is still functioning as it should,” Ibobi stated.
Highlighting procedural requirements, he pointed out, “For a regular Assembly session, the government must issue a summons at least 15 days before the sitting. If they intend to convene the Winter Session, they should follow the rules and acts accordingly.”
