The Assam Cabinet on Wednesday approved a new set of SOP to be followed while applying for Aadhar in the state.
Assam Government has tightened the norms for Aadhar applications. The Assam Cabinet on Wednesday approved a new set of SOP to be followed while applying for Aadhar in the state. Now officials will also check if the applicants NRC details are in place or not.
“We are implementing a stricter Aadhaar verification process to ensure that no suspected individuals can acquire Aadhaar cards,” Chief Minister Himanta Biswas Sarma said briefing the media after the Cabinet meeting last evening.
The Cabinet has decided that the General Administration Department (GAD) will act as the nodal authority for Aadhaar verification in Assam. At the district level, an Additional Deputy Commissioner (ADC) will be appointed by the Deputy Commissioner to oversee Aadhaar enrollment verifications.
Sharing details of the new Standard Operating Procedure (SOP) for Aadhaar enrollment on X, CM Sarma said that the SOP mandates that the state government verify submitted documents and forward them online to the Unique Identification Authority of India (UIDAI) within 45 days of receipt. Additional District Commissioners will supervise verifications at the district level, while Circle Officers will oversee the process at the Revenue Circle level. Inspection officers will ensure that applicants reside at the address provided and ascertain whether they applied for inclusion in the National Register of Citizens (NRC).
The new Aadhar enrolment rules are to prevent infiltrators from securing Aadhaar cards.
CM Sarma highlighted that Assam Police, in collaboration with the Border Security Force (BSF), is functioning as a second line of defense along the Indo-Bangladesh border and have already nabbed several infiltrators from Bangladesh.
The Assam Cabinet also announced several reforms to ease land ownership for public institutions under Mission Basundhara 3.0.
The Cabinet also approved the manual payment of land revenue, or “Khazana,” for small and marginal landholders, addressing difficulties faced in online payment. Manual receipts will be provided, though the process of onboarding landholders onto the e-Khazana portal will continue to enhance land administration reforms.
The Cabinet also waived the renewal fees for institutions such as Namghars (traditional prayer halls), religious institutions, and non-governmental educational bodies under the Societies Registration Act, facilitating land allotment under Mission Basundhara 3.0. Furthermore, the requirement for a Chartered Accountant’s certificate for auditing the past three years’ accounts has been waived for such entities, simplifying the application process.
