Nagaland Legislative Assembly passes Municipal Bill 2023 with 33% reservation for women

The Nagaland Municipal Bill 2023 with 33 percent reservation for women was passed unanimously in the Emergent Session of the Nagaland Assembly today.
The Bill was passed after the Select Committee headed by Deputy Chief Minister T R Zeliang presented a copy of its report on the Nagaland Municipal Bill, 2023 on the floor of the House.
The third emergent session was called for passing and consideration of the Nagaland Municipal Bill 2023.
The 14th House made history by unanimously passing the Bill with women’s reservation.
Leader of the House and Chief Minister, Neiphiu Rio, in his concluding remarks, highlighted the importance of women’s participation in the administration of urban local bodies.
Neiphiu Rio said the Bill was passed after threadbare consultation with civil society organizations and tribal hohos.
He said provisions related to taxes, land and buildings have been excluded from the Nagaland Municipal Bill, 2023.
Rio also regretted the delay in reaching a consensus on ULBs (Urban Local Bodies) but was optimistic that the passage of the new Nagaland Municipal Bill, 2023, would lead to better administration, development, organization, cleanliness, and beauty in cities and towns.
Earlier, the House withdrew the Nagaland Municipal Act 2001 by voice vote. It may be noted that certain provisions of the Nagaland Municipal Act 2001 had led to severe objections by the tribal hohos as the provisions infringed on Article 371(A).
