Arunachal Pradesh: 3 Gaon Burahs’ services terminated after testing positive for drugs

In a recent development, the services of three Gaon Burahs, who serve as representatives of the administration and police at the village level, have been terminated with immediate effect. The decision was taken after a random multi-drug test conducted at the Primary Health Centre in Khimyung in Changlang district of Arunachal Pradesh revealed the presence of drugs such as Morphine, Buprenorphine, and Barbiturates in their urine samples.

The terminations were carried out by the Changlang deputy commissioner, Sunny K Singh, invoking powers under the Assam Frontier (Administration of Justice) Regulation, 1945.

The Gaon Burahs have been identified as Khomsam Tangha of Longkey village, Longngam Ngemu of Thamlom village, and Shumsam Rekhung of Wafang village.

The decision to conduct a drug test was prompted by concerns over their alleged involvement in anti-social activities. The order issued by the Extra Assistant Commissioner, Khimyung, directed the Gaon Burahs to undergo random drug tests conducted under the supervision of Circle officer Khimyung Todak Riba on August 3.

Expressing concern over the situation, the termination orders highlighted that the Gaon Burahs hold “significant powers and responsibilities in maintaining law and order within their villages. However, it appears that some have been abusing their authority by indulging in activities that undermine the government’s efforts to combat the consumption of Narcotic Drugs and Psychotropic Substances (NDPS).”

“It is presumed that such serious offences committed by village authority appointed by the government shall set bad precedence in society,” the order reads.
