Following the strike by government employees in Manipur over 7th pay commission implementation, a Memorandum of Understanding was signed by the Government of Manipur and three groups of agitating employees.
The parties who signed the MoU are the Manipur Government Services Federation, Manipur Secretariat Services Association and the Manipur State Pensioners’ Union. The memorandum was signed in the presence of Chief Minister N. Biren Singh.
With the signing of this MoU, the government will address the problems faced by the work charged, muster roll and casual employees sympathetically and settle at the earliest.
Also, the seventh pay benefits with revised allowances will be paid in cash with effect from April 1, 2020.
Following the agreement, Manipur Government Services Federation, Manipur Secretariat Services Association and Manipur State Pensioners’ Union agreed to call off the agitation with immediate effect.
However, the Joint Administrative Council of All Manipur Trade Unions’ Council and All Manipur Government Employees’ Organization was not present at the talks.
This comes as a surprise as the Joint Administrative Council, an apex body of the government employees’ organizations had played an important role pressing for the new pay scales and has met the Chief Minister four times over the course of agitation.
