Manipur Cabinet Hands Over Missing Kamalbabu Case to CBI, Approves Key Policies and Relief Measures

The Manipur Cabinet, resolved to transfer the missing case of Laishram Kamalbabu to the CBI and approved several key policies, including financial aid for displaced families, vehicle scrapping initiatives, and infrastructure upgrades.

The Manipur state Cabinet, chaired by Chief Minister N. Biren Singh, convened on December 28 at the Chief Minister’s Secretariat, addressing critical issues and making significant decisions.

The Cabinet resolved to transfer the missing case of Laishram Kamalbabu, 56, to the Central Bureau of Investigation (CBI). Kamalbabu, a supervisor with the Military Engineering Services (MES), has been missing since November 25 after entering the 57 Mountain Division in Leimakhong, Kangpokpi district.

The Cabinet also gave approval to increase the financial relief to families of deceased displaced persons for funeral expenses from Rs. 25,000 to Rs. 30,000. It also endorsed the implementation of the Manipur Vehicle Scrapping Policy, 2024, to phase out old vehicles and granted approval for the Viability Gap Funding (VGF) scheme to support Alliance Air flights. Additionally, ex-post facto approval was given for ticket fares on the Imphal-Ukhrul-Imphal helicopter route, continuing subsidies on fares as decided earlier.

Key infrastructure decisions included the transfer of 0.32 acres from the IIIT Manipur Boys Hostel at Mantripukhri to the Manipur Police Department for a new headquarters complex and land allotment for establishing the MST Bus Terminus at Moreh. The Cabinet also discussed additional compensation claims for left-out properties and damages under the Imphal-Jiribam road project (NH-37) and approved consolidated estimates submitted by the Deputy Commissioner, Noney.
