Amid unrest, Manipur Govt issues ‘No Work, No Pay’

Amid the ongoing violence and at a time when over 50,000 people have been displaced or rendered homeless, Manipur government decided to issue ‘No Work, No Pay’ order for its employees who have been absent from work without “authorised Leave”. Manipur government is estimated to have one lakh employees.

The move is based on a decision taken at a cabinet meeting held on June 12 that was chaired by Chief Minister N Biren Singh.

The circular dated June 26, issued by the General Administration Department of Manipur government reads, “In pursuance of the meeting Chaired by Chief Minister held on 12-06-2023 and its decision taken at Para-5(12) of the proceedings, all employees drawing their salaries from General Administration Department, Manipur Secretariat are informed that ‘No Work, No Pay ’ may be invoked to all those employees who do not attend their official duty without authorised leave.”
The administrative secretaries have been asked to “furnish details of those employees who could not attend their official duty due to prevailing situation in the State”. Details of employees such as designation, name, EIN, present address have to be submitted to the General Administrative Department (GAD) latest by June 28 “for appropriate and necessary action”, the circular read.

Reacting to the circular, leading Kuki group, Kuki Inpi has expressed strong resentment against the circular and said in a statement, “the Manipur Government is putting the lives of many employees at risk”.

The government’s circular is expected to evoke sharp reactions given the volatile and tense situation in the state and sporadic incidents of violence and arson still being reported from different parts of the state.
