Tripura: TTAADC Delegation Led by Pradyot Debbarma Meets 16th Finance Commission Members, Demands Direct Funding for District Council

Debbarma highlighted that Article 280 of the Constitution provides for direct financial assistance to autonomous district councils.

A delegation of the Tripura Tribal Areas Autonomous District Council (TTAADC), led by Pradyot Kishore Debbarma, along with Chief Executive Member (CEM) Purna Chandra Jamatia, Executive Members (EMs), and other council members, met the visiting 16th Finance Commission team on Thursday, demanding direct funding for the district council.

Speaking to reporters after the meeting, Debbarma, chairman of the Advisory Committee of TTAADC, highlighted that Article 280 of the Constitution provides for direct financial assistance to autonomous district councils.

He argued that TTAADC should receive more and direct funds from the central government to ensure the development of its largely remote and underdeveloped areas.

Debbarman who is the royal scion of Tripura, pointed out financial disparities, stating that while 68% of Tripura’s total geographical area falls under TTAADC, the council receives only 1.7% of the state’s total budget allocation.

He emphasized that this concern was conveyed to the Finance Commission, and they now await its recommendations.

Debbarma, who quit the Congress and founded the regional TIPRA Motha in 2019, has been advocating for a separate tribal state, ‘Greater Tipraland’, alongside direct funding for TTAADC. Currently, TIPRA Motha is the second-largest party in the Tripura Legislative Assembly.

Last year, TIPRA Motha signed the ‘Tiprasa Accord’, a tripartite agreement with the central and Tripura governments, aimed at the social, political, cultural, and economic upliftment of the indigenous population. Reports suggest that discussions on the expansion of the accord is in the final stage.

The meeting with the Finance Commission signals TIPRA Motha’s continued push for greater autonomy and financial empowerment for the tribal council, as negotiations over the implementation of the Tiprasa Accord progress.
