Sikkim floods: CAP files FIR against CM PS Tamang and former CM Pawan Chamling

The Citizen Action Party (CAP) has filed an FIR against Sikkim Chief Minister PS Tamang who is also the Chairperson of the State Disaster Management Authority (SDMA) holding him responsible for SDMA’s lack of preparedness in handling the recent Glacial Lake Outburst Flood (GLOF).
In the FIR filed with the Station House Officer (SHO) Sadar Police Station, Gangtok, the CAP alleged that despite there were enough warnings from various sections the Chairperson SSDMA, PS Tamang, being the sole authority “did not take corrective measures to avert the situation, due to his gross negligence it is evident enough to register a case against the Chairperson, SSDMA under Disaster Management Act 2005 and IPC.”
The CAP in the FIR has pointed out that the Chief Minister was appraised about the lake burst at 10:40 PM on the night of October 3, while he was in Mangan. But, according to the CAP, the CM being the Chairman of SDMA, “had either ignored this critical information or taken it very frivolously. This particular act on part of the Chief Minister/Chairman (SSDMA) is highly objectionable and questionable too.”
Citing statements made by the affected people, the CAP said that had timely information been disseminated, the loss of lives and property could have been minimized. Alleging that there was negligence in transfer of information, the CAP has said that there are enough ground on which the FIR can be registered against the CM/Chairperson of SSDMA as well as other competent authorities.
Not only this the CAP in its FIR has also sought probe against former Chief Minister Pawan Chamling accusing him of massive corruption in setting up the Teesta Stage III dam at Chungthang.
The CAP alleged that during Chamling’s regime “no standard procedure was followed during allocation of such projects to various companies. Majority of hydel power projects in Sikkim wa allocated through unfair means by avoiding transparent process which is through tender system. This clearly makes a case of corruption and hence an investigation can be intiated against Former Chief Minister of Sikkim, Pawan Chamling, who was then the Minister, Energy and Power Department.”
As per inputs, copies of the FIR have also been sent to the Prime Minister’s Office (PMO) and Union Home Minister Amit Shah.
