A special court in Aizawl has convicted former Chief Executive Member (CEM) of the Chakma Autonomous District Council (CADC) Kali Kumar Tongchangya and sent him to jail.

Special Judge HTC Lalrinchhana said that bail bond of the convicted person has been cancelled and ordered that he will be produced before the Special Court on Tuesday for sentence hearing and pronouncement of quantum of punishment.

A total of Rs 1 crore and twenty six lakh in cash was also confiscated and deposited to the state exchequer. The amount was recovered from 16 Indian National Congress candidates who received the money for campaign fund during the CADC elections in 2013.

The total number of INC candidates who received the campaign fund from the then CEM were 19 people and included former Minister in the Congress government and present Committee member of the BJP National Council Nirupam Chakma.

The total amount misappropriated by Kali Kumar Tongchangya is Rs 1 crore 79 lakh 3 thousand 773 which included Rs 1.90 crore he took from Digamber Chakma, executive secretary and Drawing & Disbursing Officer (DDO) of CADC.

The prosecution said that Tongchangya, when he was CEM of the CADC took Rs 1.70 crore from the fund meant for construction of road between Longpuighat and Kukurduleya village in south Mizoram’s Lawngtlai district under Non-Lapsable Central Pool of Resources or NLCPR.

The construction of the road could not be completed due to misappropriation of the fund meant for it by the then CEM.

Notably, Tongchangya was arrested on February 10, 2022 after a regular case was registered against him, but was released on a bail bond of Rs 50,000 as the Gauhati High Court Aizawl Bench had already accepted anticipatory bail.
