No birth and death certificates for illegal immigrants & refugees in Mizoram: State Govt

The Mizoram government has issued an order prohibiting the issuance of birth certificates and death certificates to refugees and illegal immigrants in the state with immediate effect.
“Certificate of birth or death should not be issued in respect of any illegal immigrants with immediate effect,” said a circular issued on Monday (January 30) by the civil registration branch of the state Economics and Statistics Department.
“In pursuance of the decision of the inter-departmental coordination committee dated October 31, 2022, it is hereby informed to all concerned that registration of the events of births and deaths of illegal immigrants who are sheltered within Mizoram should not be done even if it occurred within Mizoram,” the circular said.
If any registration of such events has been done mistakenly in the previous years, all such registration and issued certificates are hereby cancelled and to be deleted from the birth/death register accordingly, the circular added.
An official of the Economics and Statistics Department said that the circular applies to everyone who does not have Indian citizenship, including refugees from nearby states.
As the rules on registration of births and deaths are too vague, the decision was made to register and issue certificates to those who are born or died in the state, the official said.
Aadhaar cards, driving licences, and inclusion on voter lists cannot also be obtained using interim identity cards given to refugees after profiling them, the official added.
