Sikkim Legislative Assembly Adopts Paperless Initiative for Budget Session

The Sikkim Legislative Assembly has made a significant leap towards digital governance by adopting a paperless initiative for its latest budget session. Legislators utilized tablets to access crucial documents, including the list of businesses, the Governor’s speech, and the budget presented by Chief Minister Prem Singh Tamang.
The move aims to promote transparency and real-time access to legislative activities. The complete proceedings were broadcast live through the National e-Vidhan Application (NeVA). This digital transformation enables the public to log into the NeVA application to obtain comprehensive information on the proceedings, fostering greater transparency and public engagement with the legislative process.
A training session was recently conducted for the legislators to ensure a smooth transition to this digital format. The Sikkim Legislative Assembly has also announced that the practice of supplying hard copies of the proceedings has been discontinued henceforth, as stated in an official bulletin.
It is worth mentioning that due to the Covid-19 pandemic back in 2021, the Union Budget for 2021–22 financial year was made entirely digital — the first paperless Budget of independent India.
The initiative marks a significant step towards digitalization of the legislative process in Sikkim, aligning with broader digital governance goals.
