MGSPHSVA Raises Concern Over Shillong Hawker Relocation, Demands Adherence to 2014 Street Vending Act

The Meghalaya Greater Shillong Progressive Hawkers and Street Vendors’ Association (MGSPHSVA) has raised concerns over the legality of a government notification mandating the relocation of hawkers in Shillong’s Khyndailad area by February 7. Members staged a protest today outside the Shillong Municipal Board office, opposing the decision.
Angela Rangad, a representative of MGSPHSVA, criticised the process, asserting that it violates the Street Vendors (Protection of Livelihood and Regulation of Street Vending) Act, 2014. She pointed out the absence of a formal Town Vending Committee (TVC), a legal requirement, noting that only a provisional committee was formed in November 2022, with inadequate progress since then.
Rangad also condemned the government’s move to relocate hawkers without fulfilling essential prerequisites, including conducting a detailed survey, addressing claims and objections, and issuing vending certificates.
She emphasised the need for transparency and adherence to the law to safeguard the livelihoods of hawkers and vendors.
