Meghalaya’s C&RD Blocks Meant for Rural Development Non-Functional Nearly Two Years After Inauguration

Despite government promises, the nine Community and Rural Development (C&RD) blocks inaugurated in 2022 remain largely non-operational, with many lacking administrative buildings.
Nearly two years after the inauguration of nine Community and Rural Development (C&RD) blocks across Meghalaya, most remain non-functional, with administrative buildings yet to be constructed.
These blocks, launched between November and December 2022 by Chief Minister Conrad Sangma, were intended to “bring administration closer to the people” and improve grassroots governance.
However, little progress has been made since their launch. Several block offices are still non-operational, and most lack permanent administrative infrastructure. In the run-up to the elections, the state government had emphasized the importance of these C&RD blocks in enhancing rural governance, but the promises have yet to materialize.
After North East Live highlighted the issue, the Meghalaya government has committed to addressing the situation. A.T. Mondal, the Minister in charge of C&RD, assured that construction of administrative buildings for all nine blocks will begin soon to improve their functionality and efficiency.
Meanwhile, Remington Gabil Momin, an Independent MLA from Rambrai Jyrngam (ST) constituency, voiced concerns over the Ri-Muliang C&RD block in West Khasi Hills. He pointed out that, despite being inaugurated by the Chief Minister in 2022, the block remains non-functional, with its operations temporarily handled by neighboring C&RD offices, as a permanent location is yet to be determined.
The state’s assurance to start construction has raised hopes, but questions remain about the speed and effectiveness of the government’s response.
