Meghalaya Finalizes Smart Metering Tender After Prolonged Bidding Process

The much-anticipated smart metering project in Meghalaya has taken a decisive turn, with the state government finalizing the tender after a prolonged and complex bidding process.

The state government has finalised the tender under the Revamped Distribution Sector Scheme (RDSS), a central initiative aimed at improving the efficiency and reliability of power distribution across India. The project has been granted to MS Anvil Cables Pvt Ltd, Kolkata, with a strict implementation deadline set for March 31, 2026.

Meghalaya Power Minister AT Mondal confirmed that the bidding process was marred by legal and administrative hurdles. The initial tender for smart metering was floated on November 25, 2022, and bids were opened on February 23, 2023.

However, out of three bidders, one was disqualified due to a blacklisted joint venture partner. This disqualification was upheld by the High Court, leading to the cancellation of the bid.

A fresh tender was issued on January 15, 2024, and three bidders participated once again. However, one of the contenders faced complaints about being blacklisted in Jharkhand and Haryana. After a review, authorities confirmed that the ban had been lifted, allowing the company to remain in the competition.

The bidding process encountered further complications when Adani Energy Solutions, one of the key contenders, declined to extend the bid validity period. As a result, only two bids remained in contention. Following a detailed evaluation, MS Anvil Cables Pvt Ltd was declared the successful bidder, and the Meghalaya Cabinet officially approved the selection.

The Revamped Distribution Sector Scheme (RDSS) is designed to provide 24/7 uninterrupted, high-quality, and affordable power supply. It also aims to improve the operational efficiency and financial stability of distribution companies (discoms) by reducing Aggregate Technical and Commercial (AT&C) losses and bridging the gap between the actual cost of power supply and revenue collection.

The RDSS comprises three key components:

  1. Smart Metering – Aims to enhance revenue collection and reduce losses.
  2. Distribution Infrastructure Upgrades – Focuses on modernising power distribution networks.
  3. Project Management – Ensures the smooth implementation and monitoring of the scheme.

The smart metering project in Meghalaya is a crucial part of the first component of RDSS. The introduction of smart meters will help in real-time monitoring of power consumption, reducing electricity theft, and improving billing efficiency.

With the March 31, 2026, deadline, the state government is keen on ensuring timely execution. The project is expected to revolutionise Meghalaya’s power distribution system, enabling better load management, remote meter reading, and improved customer services.

Minister AT Mondal reiterated that the government followed all legal and procedural requirements to finalise the bid. “We have taken all necessary steps to ensure transparency and fairness in the bidding process. The project will be a game-changer for power distribution in Meghalaya,” he stated.

The finalisation of the smart metering project marks a significant milestone for Meghalaya’s power sector. With MS Anvil Cables Pvt Ltd now responsible for the implementation, the focus shifts to ensuring a smooth rollout within the stipulated timeframe. This initiative aligns with India’s broader efforts to modernise power infrastructure and enhance the efficiency of state systems, paving the way for a more sustainable and reliable energy future.”
