Rejecting the recently passed Sixth and Seventh Manipur Hill Areas District Councils Bill 2022, the All Naga Students Association, Manipur or ANSAM, has nullified the Memorandum of Understanding signed between the Government of Manipur and the 3 tribal student bodies, ATSUM, KSO-GHQ, and ANSAM on August 7.
ANSAM during its Emergency Legislative Assembly unanimously denounced the MoU signed between the Government of Manipur and the Hill Area Committee and members of ATSUM, KSO-GHQ and ANSAM.
According to the student body, the MoU was signed without any consultation with the Executive Council and constituent units.

ANSAM also resolved its stand to oppose all exercises undertaken by the State Government in pursuance of the Sixth and Seventh District Councils Bill.
The apex Naga student body alleged that the non-reference of the District Council Bills to the Hill Areas Committee by presenting them as a Money Bill contradicts the provisions of the Constitution of India and is not acceptable.
ANSAM also warned that any pursuance in regard to the rejected bills would be considered anti-tribal and the respective MLAs involved in such pursuit would be responsible for any untoward actions that might follow from the public.
