All departments have been instructed to review ongoing projects and pause non-priority expenditure wherever possible.
The Assam Cabinet has issued a series of critical directives to enhance operational preparedness and ensure the uninterrupted delivery of essential services amid the ongoing conflict situation. Chief Minister Himanta Biswa Sarma today announced the measures through his X post, outlining strict guidelines for district administrations, hospitals, and other government departments.
All field-level offices have been instructed to maintain round-the-clock readiness to support any emergent requirements. Coordination mechanisms at district and state levels are to be activated to ensure the smooth movement and logistical support of official contingents and convoys of defence forces. Additionally, district administrations and heads of departments must maintain updated contact details, including mobile numbers, emails, and addresses of all staff members, to ensure swift communication in emergencies.
Hospitals and health institutions have been directed to maintain an updated registry of voluntary blood donors, particularly those with rare blood groups, and to review their fuel and medical inventories to guarantee sufficient emergency supplies. Continuous contact and necessary outreach will also be extended to the families of defence personnel from Assam who are posted outside the state, providing reassurance and support as needed.
Superintendents of Police and Deputy Commissioners have been instructed to intensify coordination among civil, police, and emergency service units to ensure uninterrupted civic services. Officers have been advised to refrain from unofficial travel and remain at their place of posting unless otherwise permitted. Government employees currently on leave, except for those on maternity or medical leave, may be recalled as needed and must be prepared to report within 24 hours.
Austerity measures have also been put in place, including the deferment of seminars, workshops, and commemorative events involving expenditure. Ministers and officers have been barred from foreign travel or non-essential outstation tours, and the procurement of vehicles, furniture, or office infrastructure is to be paused. Working lunches, official dinners, cultural functions, and entertainment expenses are to be avoided, while large gatherings or physical meetings will be deferred or shifted to virtual mode unless essential. Inaugurations, felicitation events, or other ceremonial functions will also be postponed, and non-essential training programmes and exposure visits involving travel will be rescheduled.
Furthermore, all departments have been instructed to review ongoing projects and pause non-priority expenditure wherever possible.
