Green Bonus: Centre Provides Over Rs 7,000 Crore to Sikkim in Four Years

The Government of India has provided financial assistance exceeding Rs. 7,000 crore to Sikkim over the past four years, reaffirming its commitment to the state’s development and ecological preservation.

In response to Rajya Sabha MP Dorjee Tshering Lepcha’s demand for a Green Bonus and a special financial package,Union Minister of State for Finance, Pankaj Chaudhary, outlined the extensive support in a letter dated December 26, 2024. Sikkim received Rs. 1,849.21 crore from FY 2020-21 to FY 2023-24 under the “Scheme for Special Assistance to States for Capital Expenditure/Investment.”

Additional special assistance was granted with Rs. 100 crore in FY 2021-22, Rs. 132.98 crore in FY 2022-23, and Rs. 194 crore in FY 2023-24. Furthermore, the state benefited from Special Assistance Grants amounting to Rs. 150 crore in FY 2021-22 and Rs. 100 crore in FY 2022-23.

For FY 2024-25, under the “Scheme for Special Assistance to States for Capital Investment 2024-25,” Rs. 647.31 crore was released to Sikkim as of December 16, 2024. The state government is also eligible for additional funds under reform-centric and sector-specific provisions of the scheme. In addition, Sikkim’s share in horizontal tax devolution increased from 0.367% during the 14th Finance Commission (2015-20) to 0.388% under the 15th Finance Commission (2021-26), reflecting its contributions to ecological and developmental parameters.

From FY 2021-22 to FY 2024-25, Rs. 4,156.10 crore was released to Sikkim under Centrally Sponsored Schemes (CSS), with the Centre contributing 90% of the funding for core CSS projects and externally aided projects, requiring the state to provide only 10%.
