Extortion Fear Grips Shillong as Viral Demand Note Sparks Probe; Police Urge Victims to File Complaints

A viral image of an alleged extortion demand note reportedly aimed at non-tribal shopkeepers and bearing the name of pressure groups has triggered fear and anxiety in Shillong. The image, which circulated widely on social media, has raised serious concerns about the presence of an extortion racket operating in the city.
Deputy Inspector General of Police (Eastern Range), Davis R. Marak, confirmed that the police became aware of the matter through unofficial sources. However, he clarified that no formal complaint or FIR has been filed so far.
Marak stated that the police have already started a probe into the incident. “We are investigating the matter seriously, but unless the affected parties come forward with proper complaints, we cannot move legally. Without willing witnesses or legal sanction, such cases fall flat in court,” he said.
It may be noted that a similar incident occurred earlier on July 23, 2023, when a purported extortion demand notice allegedly issued by the banned outfit Hynniewtrep National Liberation Council (HNLC) surfaced on social media. The Meghalaya Police launched an investigation at the time to determine the authenticity of the note.
DIG Davis Marak had also issued a clear warning that aiding or donating to an unlawful group like the HNLC amounts to a criminal offense and can lead to legal consequences.
Responding to reports that the HNLC may have served nearly 100 extortion notices to individuals across the Khasi and Jaintia Hills, Marak confirmed that the police have received information about such incidents. The Meghalaya Police continue to appeal to the public to remain vigilant and report any suspicious activity to help ensure peace and security in the state.
