Arunachal Govt forms one-man commission to probe APPSC question paper leak

The Arunachal Pradesh government today constitued a one-man commission to investigate the alleged Arunachal Pradesh Public Service Commission (APPSC) question paper leak case.

The one-man inquiry commission will be head by Justice (Retd) P.K. Deka.

The Commission will inquire into the facts and circumstances of the incidents of the alleged leak of the question papers of the assistant engineer (civil) exam for 2021 conducted by APPSC.

It will inquire the lapses, if any, on the part of officers/officials and other stakeholders involved directly /indirectly in the recruitment process;

It will investigate failures on the part of officers/officials and other stakeholders directly or indirectly involved in the recruitment process; provide remedial measures for free and fair recruitment; and make recommendations on any other connected issues.

As per the terms of reference, the Commission may also summon and interrogate any person under oath, order the discovery and production of any document, receive evidence on affidavit, requisition any public record or a copy from any office, and examine witnesses or documents while investigating the matter.

The Commission will submit its report within a period of three months, the official release announcing the setting up of the Commission said.

On August 27-28, 2022 examinations were conducted by APPSC to fill 33 posts of Assistant Engineer (Civil). A total of 415 candidates appeared in the examination.

Late Gyamar Padung, a candidate, filed a police complaint about an alleged question paper leak on August 29, 2022.

On September, 27, Itanagar Police handed over the case to the Special Investigation Cell (SIC) of Arunachal Pradesh police.

In October, the case was handed over to CBI and since then CBI is investigating the matter and over 30 arrests have been made.
