Arunachal Cabinet Approves Record-Breaking 38 Development Agendas

In a landmark move, the Arunachal cabinet on Monday approved 38 agenda items, the highest in the state’s history, covering a broad spectrum of governance and development tenure at the ADC headquarters in Nyapin of Kurung Kumey district.

Among key decisions, the state approved the Arunachal Pradesh Arun Parivar Patra Authority Bill, 2025, aimed at creating a centralised family database to streamline welfare scheme delivery.
This initiative will streamline delivery of public welfare schemes and services, ensuring efficiency and transparency in governance.

At the Cabinet meeting, the establishment of the Institute for Transforming Arunachal (ITA), which will serve as the state’s think tank, providing research-backed policy recommendations, was also approved.
The ITA, to be housed under the Finance, Planning & Investment Department, is modelled after NITI Aayog and will play a crucial role in shaping the government’s vision to transform the country into a self-reliant and prosperous economy by 2047.

The Cabinet approved the ‘Arunachal Pradesh Goods and Services Tax (Amendment) Bill, 2025’ to ensuring better tax administration and compliance of the Arunachal Pradesh GST Tax Act, 2017. The Bill is likely to be tabled in the ensuing State Assembly session.

Revamping the Dulari Kanya Scheme, the government enhanced the fixed deposit amount from existing Rs 20,000 to 30,000 on the institutional birth of girl child (to mature at age of 18 years), and on class XI admission, Rs 20,000 will be given to the beneficiaries through Direct Benefit Transfer (DBT), totalling Rs 50,000.

To curb rampant encroachment of government lands, the government revised the Arunachal Pradesh Public Premises (Eviction of Unauthorized Occupants) Act, 2003. The amendment designates Deputy Commissioners as appellate authorities, streamlining land dispute resolutions.

The Cabinet approved the launch of “Arunachal Pradesh Handloom and Handicrafts Policy-2024,” aimed at revitalizing and modernizing the state’s handloom and handicraft sector. The policy envisages a comprehensive digital database for weavers and artisans to streamline resource allocation and provide customized support.


Under the policy, recognition of exceptional craftsmanship award has been increased from Rs 75,000 to 1,00,000, while second prize has been increased from Rs 65,000 to 75,000.

Towards boosting the child protection initiatives, Cabinet approved 270 contractual posts for immediate operationalization of Child Helpline Services across the State as per guidelines of Mission Vatsalya Scheme and Standard Operating Procedures (SoPs) of Child.

To enhance emergency response, the Council of Ministers approved the establishment of five new Fire Stations in Raga (Kamle), Yupia (Papumpare), Boleng (Siang), Lemmi (Pakke Kessang) and Tato (Shi-Yomi) alongside the creation of 90 new posts.

The Cabinet approved a new Directorate of Prosecution to expedite legal proceedings, besides giving its nod for creation of 84 new posts for prosecution services. It also okayed creation of 25 posts of scientific assistant and laboratory assistant against five mobile forensic vans.

The Cabinet directed for winding up the isolated engineering wings to ensure financial proprietary, quality of execution and monitoring and no-delay in execution of projects. Instead, responsibilities will be assigned to engineering departments for efficient project management.

Mission Olympics: Aiming for Olympic participation, the state will provide athletes with world-class training, expert coaching, and nutritional support. The focus sports include: Badminton, Skateboarding, Taekwondo, Judo, Weightlifting, and Wushu.

Youth Policy: As the financial year 2024-25 has been declared as the ‘Year of Youth’, the Cabinet approved a comprehensive Youth Policy with nine development goals, including holistic and quality education for youth, promoting healthy lifestyle and well-being of youth, generating sustainable employment avenues, and so on.

The Cabinet granted State Calendar Event status to the Late Kalikho Pul Memorial State Table Tennis Championship, and the Late Jambey Tashi Memorial State Level Tug of War Championship.

The Cabinet was apprised that with 22 out of 26 Treasury Offices onboarded onto the Centralized Treasury NET SYSTEM, the government aims for 100% computerization by May 2025, ensuring transparency and efficiency.

Key announcements for Kurung Kumey include: Administrative Strengthening: New Circle HQ at Panyu, re-notification of Parsi-Parlo circle as ADC (Independent) HQ, and upgradation of CO Sarli to EAC HQ.

Infrastructure & Power: Creation of PWD Sub-Division at Nyapin with sanctioned posts for 1 Assistant Engineer (Civil), 1 Upper Division Clerk (UDC), and 1 Lower Division Clerk (LDC), and Electrical Sub-Divisions at Nyapin and Monigaon.

Rural development & roads: Creation of Nyobia CD-Block, new RWD Division at Koloriang, infrastructural development of CHC, Sangram, construction of Ring Road from General Ground to Chera Talo District Hospital, multipurpose sports hall at Laying, Circuit House at Koloriang, and Model Anganwadi center cum geriatric care (old age) centre in the district HQs.
