Sikkim Govt to construct 2100 houses for rehabilitation of flood affected people

Chief Minister announced ‘Punarwas Awas Yojana’ or ‘Rehabilitation Housing Scheme’ for the victims of flash flood, wherein 2100 houses will be constructed under this scheme.

The following announcements were made during the press conference here at Samman Bhawan today.

1.As per the government, those victims who are holders of Sikkim Subject Certificate/ Certificate of Identification or having landed property in their own name or in the name of their father/grandfather or possessing Voter Card in Sikkim and whose houses are fully or partially damaged due to the flash-flood and not suitable for staying anymore will be allotted a house/flat under this scheme. Where the victims do not have any landed property with them at present for construction of the houses, the Government will acquire a suitable land in a safe area for construction of houses/flats under the newly announced scheme.

  1. For the owners of such houses mentioned-above and the tenants who were staying in those houses, the Government would consider granting rent for three months-Rs. 5000/- per month to enable the victims at the Relief Camp to get back to normalcy at the earliest.
  2. For the victims of flash-flood who were staying in rented rooms and possess a Sikkim Subject Certificate/Certificate of Identification, or have land in their own name, their father’s, or grandfather’s name, or possess a Voter Card in Sikkim, the government will construct ‘Janta Housing Colony.’ These victims will be allocated housing units free of cost for the initial three years, after which they will be required to pay the rent.
  3. In addition, the Government would provide basic household items like kitchen utensils, gas stoves, gas cylinders, mattresses, blankets and other daily household items to help the victims settle down in the rented accommodation.

5.The government will provide Rs. 10,000 each to students who have been affected by the flash flood for the expenses of their uniforms and notebooks. Likewise, the education department will supply the required textbooks.

  1. The government is set to provide a loan of up to Rs 10 lakhs and cover the interest for 24 months to support affected victims who suffered losses in their businesses due to the flash flood with an aim to help them establish new businesses.
  2. The government will conduct assessments and offer the necessary relief to vehicle owners impacted by this disaster. Similarly, it will ensure that EMI payments are managed and montarium period will be extended.
  3. The District Collectors will set up camps at the affected areas for issue of Voter Card, Adhar Card, Land Parcha, Ration Card, Birth Certificate, Certificate of Identification, Community Certificate, Trade License etc, for those victims who have lost these documents in the flood.

9.After clearance of debris and muck at the affected areas the Building & Housing Department will carry out a stability study to verify and confirm whether the damaged houses are fit for habitation or not.
 
10.Similarly, the Roads & Bridges Department along with Rural Development Department and Border Road Organisation (BRO) will carry out a study to know the stability of the bridges that are affected by the flash flood, in order to take up the required repair works.
