Tripura Human Rights Commission Directs DSP to Pay Compensation, Face Departmental Proceedings for Assaulting Man

The Tripura Human Rights Commission (THRC) has directed Deputy Superintendent of Police (DySP) Prasun Kanti Tripura to pay Rs 25,000 as compensation for assaulting a citizen and has recommended that the Director General of Police (DGP) and the Chief Secretary initiate departmental proceedings against him for misconduct.

The THRC’s directive follows a complaint lodged by Abhoynagar resident Binoy Debnath, who accused Prasun Kanti Tripura, then serving as Sub-Divisional Police Officer (SDPO) in Amtali, of brutally assaulting his son, Dr. Kaushik Debnath, on January 25 this year.

The complaint alleged that Prasun Kanti Tripura, along with his family members and around 15-20 associates, had beaten Dr. Kaushik Debnath after a minor altercation near their residence.

According to the complaint, the incident occurred at approximately 10:15 PM when Binoy Debnath and his son were heading to the main road to collect a food delivery. As they walked, they heard screams nearby and paused to investigate. During this time, a girl allegedly grabbed Dr. Kaushik’s mobile phone and pushed him to the ground.

“While trying to retrieve the phone and assist Kaushik, both were suddenly attacked by Prasun Kanti Tripura, along with his son, daughter, and a group of others. Dr. Kaushik was severely beaten, and Prasun Kanti Tripura used abusive language,” the complaint stated.

The THRC launched an inquiry, interviewing eight witnesses, including West District Superintendent of Police Kiran Kumar, who had arrived on the scene after the altercation.

In its detailed report, the commission criticized DySP Prasun Kanti Tripura for attempting to mislead the investigation with false narratives. “He failed to present the truth and instead concocted a story to justify his actions,” the report noted. It further condemned Tripura’s actions, accusing him of abusing his official position and participating in an unlawful assembly that led to violence.

The commission’s findings stated, “As a senior police officer, Prasun Kanti Tripura exhibited highhandedness and violated the fundamental principles expected of a government servant. Police officers are entrusted to uphold law and order, not engage in acts of violence. Such misconduct by those in authority erodes public trust.”

The THRC also noted that the assault on Dr. Kaushik was a result of a misunderstanding over a minor incident, causing him significant injuries. As a result, the commission ordered a token compensation of Rs 25,000 to be paid to Dr. Kaushik Debnath by the Home Department, with the amount to be deducted from Prasun Kanti Tripura’s salary.

Additionally, the THRC recommended that the Chief Secretary and the DGP initiate departmental action against Prasun Kanti Tripura for leaving his station without authorization, participating in an unlawful assembly, and causing grievous harm.

The commission has requested that the authorities take necessary action and submit a compliance report within one month.
