The NSCN-IM has made a massive allegation against former Nagaland governor and Ex-interlocutor for Peace Talks RN Ravi. In an explosive statement released on Sunday, the NSCN-IM accused Ravi of giving it an ultimatum of 31st October, 2019 to sign the final agreement under the Indian Constitution without the Naga flag and constitution.

The NSCN-IM further alleged that Ravi threatened it with dire consequences and declared that an agreement has to be signed on or before October 31st, 2019 with or without NSCN-IM.

Not only this, the NSCN-IM accused Ravi of misleading both the Government of India and the Naga people even as it stated that the Naga Talks never ended on October 31st, 2019.

The NSCN-IM further said that what followed was tacit pressure on the outfit in particular, and the Naga people in general, accusing Ravi of resorting to psychological warfare.
In a sensational allegation, the NSCN-IM stated that military exercises were held in Naga areas with jet fighters flying and big tanks and rocket launchers being brought as if a real war was coming.

The NSCN-IM claimed that even the Nagaland state police were instructed to keep rations in stocks for at least two months and Special Branch (SB) department of Nagaland state police were instructed to identify NSCN members and their residences.

The NSCN-IM however said that despite everything it firmly stood its ground.

The outfit regretted that the Naga leaders who were on the side of Ravi were carried away by his tactics and started shouting with undue zeal and attention that the Naga talk has concluded.

The Framework Agreement of the 3rd August, 2015 has to be examined very carefully to avoid getting confused with grounded implications, the NSCN-IM said adding that the agreement was signed based on the principle core issues between the Government of India and the NSCN.

In the Framework Agreement it is clearly mentioned that “It is with great satisfaction that dialogue between the Government of India and the NSCN has successfully concluded and we are confident that it will provide for an enduring inclusive new relationship of peaceful coexistence of the two entities,” the NSCN-IM said adding that in the true political interpretation, it means a relationship between India and Nagas to begin anew and afresh where both will co-exist as two friendly entities under the principle of shared sovereignty.

The NSCN-IM statement added that the more crucial point for final settlement was inserted in the next paragraph which according to the outfit read as and I quote “The two sides agreed that within the Framework Agreement, details and execution plan will be worked out and implemented shortly.”

The NSCN-IM said that Ravi misled the Parliament Standing Committee on the Framework Agreement stating that earlier the Naga’s stand was to be “with India” and not “within India”.

But Ravi claimed that understanding was reached to be “within India” and accordingly the Framework Agreement was signed.
Thus, Ravi misinformed and misled the GoI as well as the Naga people, the NSCN-IM said adding that the former interlocutor was able to divide the Nagas successfully.

The NSCN-IM said that Ravi masterfully crafted another agreement known as “Agreed Position” with the Naga National Political Groups or NNPGs and started attacking the Framework Agreement and NSCN.

The NSCN-IM statement further said that in total contrast to the Framework Agreement, Ravi informed the Parliament Standing Committee led by P. Chidambaram that for Nagaland there is already Article 371 (A) and solution for Nagas in neighbouring states can be achieved with little variation.

This, the NSCN-IM said was a total misinterpretation of the Framework Agreement.
