Mizoram Assembly Passes Liquor Prohibition Amendment Bill 2025 Amid Opposition Walkout

According to Excise & Narcotics Minister Tetea Hmar, the bill aims to support local farmers by enabling value addition to their produce for economic gains.

Mizoram Assembly passed the Mizoram Liquor (Prohibition) Amendment Bill, 2025, in the state legislature on Monday, despite strong resistance from Opposition MLAs, who staged a walkout in protest.

The opposition legislators reiterated their demand for a total ban on liquor, arguing that any relaxation in prohibition could have long-term consequences.

According to Excise & Narcotics Minister Tetea Hmar, the bill aims to support local farmers by enabling value addition to their produce for economic gains.

He explained that currently, only grape farmers from two villages have legal permission to produce wine.

The amendment expands this provision to include other locally harvested fruits such as dragon fruit, guava, amla, and banana while maintaining the ban on importing beer, liquor, and wine from outside the state.

Additionally, the amendment introduces new provisions for tourists and individuals with medical needs.

Tourists and foreign dignitaries with permission from the Excise Commissioner will now be allowed to import Indian-Made Foreign Liquor (IMFL) into the state. If they require additional bottles, they may procure them from liquor seized by the Excise Commissioner’s Office.

For individuals advised by medical practitioners to consume alcohol for health reasons, the government will issue special “red cards,” permitting them to purchase alcohol from the Excise Commissioner’s Office.

The Minister emphasised that the bill will help address the economic challenges faced by local farmers.

However, opposition leaders argue that the exemptions introduced in the bill could lead to long-term negative consequences.
