APPSC fiasco: PAJSC submits representation to Arunachal CM, sets Apr 18 deadline to fulfil 13-point charter of demands

Regarding the timeline to the government on fulfilling the demands, the PAJSC vice-president informed, "we have said (in the representation) that the government must fulfill all these by April 18.

The Pan Arunachal Joint Steering Committee today submitted a representation to Chief Minister Pema Khandu with a detailed overview of the fulfilment of the 13 points charter of demands and immediate fulfilment of the unaddressed and related points. Not ony this the PAJSC has also given a deadline to the government till April 18 to fulfil the demands.

Soon after handing over the memorandum by meeting officials at the Chief Minister’s Office, PAJC vice-president Tadak Nalo said that the representation was submitted by clearly higlighting as to where the government has failed to address some aspects which are part of the 13-point charter of demands.

Nalo said,”On Feb 18 2023 we had a meeting with the government and in that meeting the government had given a written assurance that all the 13-point charter of demands would be fulfilled. But it is almost 2-months now. When we met the Home Minister (Bamang Felix) on March 22, we were provided with the action taken report regarding the fulfilment of the 13-point charter of demands. After seeing that and the redressal made by the government, we have drafted a representation of a comprehensive charter of demands and here we have clearly highlighted as to where the government has fulfilled the demands and where other aspects have been left out, besides the next course of action.”

Regarding the timeline to the government on fulfilling the demands, the PAJSC vice-president informed, “we have said (in the representation) that the government must fulfill all these by April 18. We are optimistic that there would be a positive outcome from the government side by April 18.”

Meanwhile, Tadak Nalo claimed that the PAJSC had been dealing with the issue since it came to light, with total maturity and responsibility. He feels that the government must also reciprocate equally.

The PAJSC leader said, “from the very beginning till today, we have been handling this issue with a lot of maturity and responsibility in the last 7-8 months. So we are hoping that since we are doing our job responsibly, the government too will reciprocate in the same manner. We expect that these demands will be addressed before April 18.”

However, Tadak Nalo maintained that if everything does not fall in place by April 18, then the PAJSC would adopt democratic ways to settle things. The PAJSC vice-president said, “If that does not happen, we will go for democratic means of getting our rights. We hope that government will not force us to go to that extent.”

It may be mentioned that the Pan Arunachal Joint Steering Committee (PAJSC) has been demanding to declare null and void the APPSC exams from 2014-2022, in which alleged malpractices are found.

The 13-point charter of demands put forth by the PAJSC includes:

1.The chairman, secretary, members and all other official of APPSC from 2014 to 2022 must be immediately brought under the purview of investigation. If any discrepancies are reported, arrests must be made immediately.

  1. Immediate constitution of fast- track court for prosecution of the accused involved in the APPSC paper leakage scams.
  2. Immediate establishment of state administrative tribunal.
  3. Immediate endorsement of (enforcement directorate) and court monitored probe and also immediate seizure of assets/properties (movable and immovable) of all the accused and the incumbents of APPSC along with their kit and kin.
  4. Immediate disclosure of the status of the various departmental enquiry reports initiated so far against the various suspended or arrested officials and subsequent dismissal/ termination thereof.
  5. Immediate disclosure of the three member committee report.
  6. Suspension of all the upcoming examination till the completion of investigation process and endorse UPSC to conduct the upcoming examination till the completion of investigation process.
  7. The higher officials above the rank of Deputy Secretary serving between 2014 to 2022 must be investigated and arrested if necessary.
  8. Any exam found to have involved malpractices like paper leakage scams must be immediately declared ‘null and void’.
  9. Inclusion of two members from the aspirants in the preparation of SOP (standard operating procedure) of APPSC.
  10. Immediate legislation and implementation of whistle blower act with special provisions for the protection and rewards to the whistle blowers.
  11. Justice for Mudang Yabyang, person with Disability (PWD) and the streamlining of selection criteria for PWD candidates.
  12. Immediate recalling of the three officials posted under APPSC.
