Retd. Judge Mool Chand Garg to head expert committee to review Meghalaya reservation policy

In a significant development in the Meghalaya reservation policy row, retired Justice Mool Chand Garg of the High Court of Madhya Pradesh has been elected as the chairperson, who will head the expert committee to review the reservation policy in the state.
Garg had earlier headed the commission that probed the rice scam.
Besides Garg as the chairman, the other members of the committee include retired justice Dr Satish Chandra as an expert member in constitutional law, Professor DV Kumar as an expert in sociology at NEHU, Professor Chander Shekhar as an expert in population studies in the department of fertility and social demography at the India Institute of Population Sciences, Mumbai, and Professor Shubhadip Mukherjee as an expert in economics and public policy at IIM, Shillong.
The terms of reference for the committee shall include: (i) to study the current reservation policy and recommend modifications if necessary; and (ii) to undertake wide-ranging consultations with all stakeholders and visit various locations in the state to solicit the views of all stakeholders.

The retrospective implementation of the roster system in the state reservation policy has turned into a political hot potato, with many groups as well as political parties such as Voice of the People Party (VVP), KHNAM, Achik Conscious Holistically Integrated Krima (ACHIK), and the Khasi Students Union claiming that the roster system is flawed since it is detrimental to job seekers from the Khasi and Jaintia communities.
The roster system determines the reservation of posts for different categories. Since 1972, a total of 40% of state government positions have been set aside for the Garo and Khasi groups, 5% for other in-state tribes, and 15% for the general population.
