Manipur unrest: 40 MLAs including ministers seek urgent intervention of PM Modi; submits memorandum

The MLAs called for complete disarmament as key, and stated that all groups including the insurgents and armed foreign forces must be disarmed

As many as 40 MLAs from violence affected Manipur have submitted a memorandum to Prime Minister Narendra Modi placing a charter of six demands yesterday.

The 6 demands are-

1. Complete disarmament, redeployment of non-coorperating Assam Riffles units.
2. Withdrawal of SoO
3. Implementation of NRC
4. No separate administration as demanded by ITLF and the Kuki community
5. Strengthening of Autonomous District Councils (ADC)
6. Peace talks

In the first demand, the MLAs called for complete disarmament as key, and stated that all groups including the insurgents and armed foreign forces must be disarmed and all looted weapons should be recovered.

The MLAs also called for the transfer of 9th, 22nd, and 37th battalions of Assam Rifles and deployment of other central forces along with state security forces to sanitize the area in order to bring peace, security and stability.

Secondly, the MLAs recommended the immediate withdrawal of SoO Agreement with those who have violated ground rules, and thereby remove any disadvantages for the Central force with regard to the rule of engagement with the threat.

The MLAs also appealed the Centre to implement NRC and strenghening of biometric registration of immigrants.

In the memorandum, the MLAs also called for the rejection of the separate administration demand, terming it quote unquote absolutely unaccatable under any circumstanes.

The MLAs urged the Centre to strengthen Autonomous District Councils and ensure conduct of elections.
They appealed the Centre to initiate peace talks between the two ethnic groups and bring about a lasting solution to the ongoing crisis.
