ANSAM, KSO backs ATSUM’s 12-hour bandh in Manipur hill districts on April 24

The All Naga Students Association, Manipur (ANSAM) and Kuki Student’s Organisation (KSO) on Saturday announced their support to the 12-hour ‘total shutdown’ in the hill districts of Manipur called by the All Tribal Students’ Union, Manipur (ATSUM) from 6 AM – 6 PM on April 24, 2023.

The KSO has urged the general public to cooperate. ANSAM has appealed to its constituent units, and sub-ordinate bodies to strictly endorse the proposed agitation in their respective jurisdictions with an understanding that the RIMS authorities will be solely responsible for any untoward incidents that occur during the total shutdown.

The Naga student body in a statement said that it is perturbed with the perfidious nature of the authority of the Regional Institute of Medical Sciences (RIMS) for failing to respect and abide by the resolutions written in the Memorandum of Agreement (MoA) signed between the RIMS and ATSUM in presence of state government on April 3 pertaining to the issue demanding scrapping and rectification of the recently declared result for the appointment of LDCs (Lower Division Clerks) in RIMS.

It is to be mentioned here that the tripartite agreement was signed between ATSUM, RIMS and Manipur state government pertaining to:
(i) Cancelation of the RIMS notice dated 03-03-2023 for declaration of results for appointment to posts of LDC
(ii) Fresh declaration of LDC appointment results with reservation as SC(3%), ST(34%) and OBC 13%) within one week time and
(iii) to follow existing rules and DoPT guidelines in matters of all recruitment to Group C and Group D posts.

ANSAM said that it considers such perfidious nature of RIMS had bamboozled the whole tribal populace in Manipur and therefore, it has decided to support the 12 hours bandh in the best interests of the whole tribal populace and Lawmaker in India demanding for the implementation of the rights given in the constitution to uphold the sanctity of democracy in India.

It may be mentioned here that ATSUM decided to go ahead with its proposed 12-hour shutdown tomorrow to protest the failure of RIMS to implement the reservation policy in jobs.

As of on April 19, the RIMS was yet to receive a response from the Union Ministry of Health and Family Welfare regarding the decision of RIMS to cancel the results of LDCs (Lower Division Clerks) and declare fresh results within one week with a 34 per cent reservation for ST candidates based on the Departmental Promotion Committee (DPC) held already.

The RIMS had decided to do so during the signing of the MoA on April 3.

Besides, RIMS had also agreed to follow the reservation norms which provide 34 percent reservation for ST in the recruitment of Group C and D posts.

Subsequently, it sought approval and a directive from the Ministry of Health and Family Welfare regarding the matter since the recruitment results were already declared.
