The members of KAAC also demanded the direct transfer of the fund from the central government to the Council
Members of the Karbi Anglong Autonomous Council (KAAC), led by its chief executive Tuliram Ronghang, called on Prime Minister Narendra Modi in New Delhi to discuss the implementation of the Karbi Peace Accord.
“We discussed about the implementation of the peace accord signed between the 6 militant groups and the central government in 2021,” the KAAC chief said.
The members of KAAC also demanded the direct transfer of the fund from the central government to the Council.
Furthermore, the KAAC chief briefed Prime Minister Narendra Modi about various issues in Karbi Anglong and submitted a memorandum.
What is Karbi Anglong peace accord?
To restore peace in Assam’s Karbi Anglong region, the Centre, the state government of Assam, and five state insurgency groups signed an agreement on 4th September 2021.
The insurgent groups which signed the peace accord are: People’s Democratic Council of Karbi Longri (PDCK), Karbi Longri NC Hills Liberation Front (KLNLF), Karbi People’s Liberation TigerS (KPLT), Karbi People’s Liberation Tigers (Ceasefire), United People’s Liberations Army (UPLA), and Karbi People’s Liberation Tigers (M).
The accord, hailed as a “historic” step, seeks to “end the decades-old crisis” and ensure Assam’s territorial integrity after more than 1,000 members of armed outfits surrendered and joined the mainstream of society.
Some features of the agreement:
- The Memorandum of Settlement ensures greater devolution of autonomy to the Karbi Anglong Autonomous Council, protection of identity, language, culture, etc. of Karbi people and focussed development of the Council area, without affecting the territorial and administrative integrity of Assam.
- The accord also talks about giving “more legislative, executive, administrative and financial powers to KAAC” and setting up “a Karbi Welfare Council for focussed development of Karbi people living outside KAAC area.”
- A Special Development Package of Rs. 1000 crores over five years will be given by the Union Government and Assam Government to undertake specific projects for the development of Karbi areas.
