Demand for NRC in Manipur: 7 students bodies send memorandum to Union Home Minister Amit Shah

The demand for implementation of the National Register of Citizens (NRC) has gained further momentum as 7 apex students bodies today sent a memorandum to Union Home Minister Amit Shah for looking into the matter and issue suitable instructions to concerned authorities.
In the memorandum, the students bodies demanded there must be an NRC in the state as it has been done in Assam with 1951 as the base year. The students groups are also demanding the same cut off year 1951 for implementation of NRC in Manipur.
The memorandum further stated,”Our demands are strictly based on the need for small communities In the region and the state to survive. Manipur as you are fully aware comprises of almost 90% hills where land cannot be bought by non ST, while in the valley, the population density is as per 2011 census 730 and will not be able to cater to aliens as our growing population need to be catered first. This high population impacts the hills as many aliens are staying there as share-croppers and it will be difficult to dislodge them later.”
“This impacts our indigenous hill brethren also and conflict had arisen now and then, including violent reaction. We have raises concerns over the abnormal surge of population in hilly areas and the mushrooming of villages. A report last year indicates that there Is an explosion in the number of new villages in the state, with many seeking recognition from the government. It was mentioned that in addition to the existing 2803 villages another 996 villages are seeking fresh recognition,” the memorandum further said.
According to the students bodies, the implementation of ILP has also made little impact in checking the menace of illegal immigrants. While stating that the state government has decided to adopt 1961 as the base year for identifying the inhabitants of Manipur, the students bodies hope that the state government will regulate the inflow of visitors particularly those from other countries who “have the habit of settling down in the state through marriages etc.
It may be mentioned that the 7 students bodies have escalated the agitation seeking implementation of NRC in the state to identify, detect and deport illegal immigrants who have settled in the state particularly in the hill areas. The students bodies have been alleging that illegal migrants in the hill areas have taken to poppy cultivation by resorting to massive deforestation.
Earlier, on March 13 members of the students bodies had tried to storm CM N Biren Singh’s residence in Imphal in support of their demand and staged a peaceful demonstration at the Jantar Mantar in Delhi on March 17.
The All Manipur Students Union (AMSU), Manipur Students Federation (MSF), Democratic Students Alliance of Manipur (DESAM), Kuki Students Association (KSA) Students’ Union Of Kangleipak(SUK), Apunba Ireipak-ki Maheiroi Singpang Lup (AIMS) and All Naga Students’ Association of Manipur (ANSAM) are demanding for implementation of NRC as well as setting up of a population commission in the state.
It may be mentioned that the Manipur Assembly on August 5, 2022 had unanimously adopted two private member resolutions to set up a State Population Commission and implement the National Register of Citizens (NRC).
