In a significant move towards decentralizing governance and improving public service delivery, the Assam Government inaugurated the Chief Minister’s Secretariat in Dibrugarh (an organic extension of the Chief Minister’s Secretariat at Assam Secretariat, Dispur) in September 2024.
While the office is yet to become fully operational, the Dibrugarh CM Secretariat holds immense significance for a total of 78,60,032 ( 78 lakh 60 thousand 32) people residing in Upper Assam, encompassing the districts of Dibrugarh, Tinsukia, Lakhimpur, Dhemaji, Sivasagar, Charaideo, Majuli, Jorhat, and Golaghat.

Upper Assam is home to several key industries, including Oil India Limited, Assam Gas Company Ltd., and Brahmaputra Valley Fertilizers Corporation. These industries, along with a growing population and an expanding urban landscape, require swift administrative support and timely decision-making, something the Dibrugarh CM Secretariat will aim to provide once operational.

Once fully functional, the Dibrugarh CM Secretariat will play a key role in ensuring faster decision-making and monitoring a wide range of issues across the region. The core focus areas of the Secretariat include:
• Monitoring Government Schemes: Ensuring that both state and central government projects are implemented on time and with maximum impact.
• Law and Order Coordination: The Secretariat will conduct regular meetings with District Commissioners and Superintendents of Police to ensure effective management of law enforcement, disaster management, and other administrative concerns.
• Public Grievances and Administrative Support: Offering citizens a direct link to the state government, ensuring their concerns are addressed promptly.
• Boosting Infrastructure Development: Helping oversee critical infrastructure projects that are vital for the region’s growth, including roadways, healthcare, and education.

With a population of over 78 lakh people spread over an area of 21,264 square kilometers, the people of Upper Assam have long faced challenges related to service delivery, administrative bottlenecks, and geographical isolation. By establishing the Secretariat in Dibrugarh, the state government aims to reduce these challenges and ensure faster access to governance.
• Once the Secretariat is fully functional, residents will no longer have to travel to Guwahati to resolve administrative issues, as the Secretariat will handle regional concerns more effectively.
• The Secretariat will focus on ensuring that government infrastructure projects and schemes are delivered on time, providing a significant boost to local development.
• By having a local office overseeing law enforcement and disaster preparedness, the Secretariat will ensure a more coordinated and efficient response during emergencies.
