Manipur Chief Minister N. Biren Singh, during the celebration of five years of the Inner Line Permit (ILP) system, lauded the Modi-led central government for protecting the state’s indigenous people. He also outlined efforts to empower internally displaced persons (IDPs) and addressed developmental and anti-drug initiatives in the state.
“ILP is very much necessary for safeguarding our civilisation, culture, and traditions,” he said, reflecting on Home Minister Amit Shah’s recognition of its importance in Parliament. Biren emphasised the need for timely governance, stating, “If we take necessary actions in time, people will not suffer.”
Biren said that prior to Manipur, only Mizoram, Nagaland, and Arunachal Pradesh, with predominantly tribal populations, had ILP systems. He noted that other states like Meghalaya and Assam have also demanded ILP. “Manipur is a special case. Despite having a 52% general population, the government recognised the unique identity of Manipur and implemented this act,” he added.
The Chief Minister also expressed gratitude to the central government, urging citizens to reflect on their contributions to society before criticizing others. “ILP has generated safety for our indigenous people and brought in approximately Rs. 13-14 crore in revenue since its implementation,” he said.
The CM also highlighted steps taken under Amit Shah’s guidance to secure Manipur’s borders. “The Home Minister permitted biometric recording of illegal immigrants under the Indian Foreigner Act. Fencing the border, implementing NRC, and removing the Free Movement Regime (FMR) are legal measures to protect future generations,” he said, stressing that these initiatives prioritise the welfare of indigenous people.
Addressing the challenges faced by IDPs due to the ongoing crisis, Biren stated, “Our primary duty is to empower IDPs.” He mentioned that the government has provided employment opportunities to around 300 IDPs today under the successful entrepreneurs of Manipur government’s Start-Up Scheme.
Biren reiterated his government’s commitment to combating drug trafficking, stating that the “War on Drugs” initiative was aimed at saving the youth. He noted that actions against poppy cultivation had fueled certain crises but assured strict vigilance to curb the drug menace.
Reflecting on the “Go to Hills” mission, the CM said the initiative addressed imbalances in development across the state. “Significant transformations are visible in hill districts like Tamenglong, Senapati, and Ukhrul. I believe Senapati may outpace Imphal in development in the coming years,” he stated.
