Assam Police ADGP (Special Branch) Hiren Nath today said that the government in all likelihood will be signing a number of MoS (Memorandum of Settlement)s with a number of rebel groups very soon.
ADGP Nath said that these organisations are already engaged in the peace process. He added that besides the ULFA-I no other insurgent is left to come forward for peace negotiations. ADGP Nath said this on the sidelines of an even to mark the 4 years of signing of the historic BTR Accord on January 27, 2020.
The Assam ADGP said, “There is no group left other than the ULFA-I with whom a peace process is yet to be initiated. There are 2-4 small groups, who are already engaged in the peace process and hopefully the MoS (Memorandum of Settlement) will be signed with them very soon.”
Worth mentioning, on December 29, the United Liberation Front of Assam (ULFA) had signed a historic tripartite peace agreement with the Centre and the Government of Assam in New Delhi in the presence of Union Home Minister Amit Shah, Assam Chief Minister Himanta Biswa Sarma.
On the other hand, the Assam ADGP sent out a strong message and said that any individual or group who tries to derail peace will face stern action of the government.
“I want to make it very clear that CM Himanta Biswa Sarma has said that people whoever chose the wrong way due to misunderstanding, will receive full support of the government in bringing them back and help them lead a normal life again. But at this juncture if anyone again resorts to armed conflict, if anyone intends to go for violence, than the government undoubtedly will be very tough in its action in this regard. The toughest of actions will be taken against such inndividuals as per provisions of the law,” ADGP Hiren Nath said.
Regarding the implementation of the BTR Accord, ADGP Hiren Nath informed that Chief Minister Himanta Biswa Sarma, himself is looking after each and every clause as mentioned in the Accord. Nath further said that every needful is being done to ensure proper rehabilitation of the NDFB cadres who have returned to the mainstream.
“The state government is very sincere about implementation of the BTR Accord in letter and spirit. Chief Minister Himanta Biswa Sarma himself is looking after the implementation of every clause of the Accord, on his own he is making serious efforts to implement them.
I am associated with the rehabilitation and withdrawal of cases. Rs 4 lakh one time assistance has been given to 4203 cadres (NDFB), disbursement of the amount to the respective bank accounts has already begun. Apart from that we are also giving Rs 6000 each for 3 years. An additional list of 678 cadres has been prepared and sent to the government. The list will be finalized and approved soon. Regarding case withdrawal, the government has given its nod to 260 cases, but we are unable to withdraw 30 of those cases because we are unable to find the persons associated with those cases. We have asked the concerned SPs to contact those persons and withdraw the subsequently. Timely review of all the clauses as mentioned in the Accord is being done, the CM himself is reviewing it, the Union Home Ministry too is reviewing it,” Hiren Nath informed.
