The Nagaland government on Monday launched a livelihood generation programme for those returning to the state due to the COVID-19 pandemic.

“Livelihood Generation Programme for Returned Migrant Workers due to COVID-19 Pandemic,” the online portal for the programme was launched by State’s Advisor for Industries & Commerce, Labour & Employment, Skill Development & Entrepreneurship, Imnatiba at the Nagaland Civil Secretariat in Kohima.

The North Eastern Council (NEC) funded scheme, promised to provide awareness and capacity building session, re-skilling of identified beneficiaries and seed money or monetary assistance.

Addressing the programme, Imnatiba stated that the Livelihood Generation Programme was a direct outcome of the efforts of the State Government under the leadership of Chief Minister Neiphiu Rio to target the issues of unemployment and displacement caused due to the pandemic.

After the returnees entered the state under the Chairmanship of the Chief Minister, a Strategic Committee of Economic Affairs was set up to address the issues of the migrant workers, he said.

The Advisor encouraged the youth of the State to wake up to the challenges and turn every problem into opportunities. He stated that one must discard the negative mindset and work together to turn dreams into reality.

The programme will be actively monitored by the Department of Industries & Commerce and will ensure transparency and impartiality. There will be 15 sectors with 5 in the Service Sector and 10 in the manufacturing sector, he added.

Briefing mediapersons, Commissioner & Secretary, Industries & Commerce stated that the awareness and reorientation programme will be conducted through an online process where a team of resource persons from different areas and sectors of enterprises shall be identified.

He further informed that applicants will be screened in four stages and will select 100 number of participants for the programme.

As per data from the COVID-19 War room, a total of 27,000 returnees were registered, setting aside the students and medical fifteen thousand nineteen migrant workers have been identified, he said.

In order to avail these benefits, the eligibility criteria for the programme are:

  • The returnee should be an Indigenous Migrant Worker from Nagaland.
  • The returnee should have registered with the State COVID-19 returnees’ portal.
  • The Migrant worker Returnee should have reached Nagaland via Special Train, Airway, or Roadway between May 22 – August 6, 2020.
  • The Migrant Worker Returnee should have release documents or certificate from the assigned Quarantine Centres.

The registrations are open from September 28 till October 7 on. To register one can visit the portal on Nagaland’s Industries & Commerce department website.
